Regulations
For film professionals, VCC is including the full text of Regulations
below:
REGULATIONS
Article 1: The purpose of THE INTERNATIONAL FESTIVAL OF THE NEW
LATIN AMERICAN CINEMA is to promote and award those works whose
significance and artistic values contribute to enrich and reaffirm
the Latin American and Caribbean cultural identity.
Article 2: The Festival comprises the following sections:
OFFICIAL SECTION. CONTEST, showcases a selection of the Latin American
production on films and videos, as well as the categories for script
and poster.
LATIN AMERICAN PANORAMA, (non-competitive ), gathers a collection
of movies that attempt to portray a panoramic view of the cinema
created in Latin America. These films can compete for the FIPRESCI,
OCIC, SAUL YELIN and the Public's awards.
SHOWCASES devoted to filmography by countries, contemporary trends,
and productions from different institutions.
TRIBUTES to outstanding personalities.
RETROSPECTIVES of prestigious directors and cinemas.
INTERNATIONAL CONTEMPORARY PANORAMA exhibits a representative selection
of notable recently produced films.
SPECIAL PRESENTATIONS of relevant titles.
SEMINARS, specialized theoretical forums on dissimilar subjects
with permanent attention to the audiovisual universe of children.
Article 3: Only the works from Latin American video and filmmakers
are allowed to participate in the OFFICIAL SECTION (CONTEST). Works
from non-Latin American directors dealing with Latin American and
Caribbean issues can also participate. The Festival retains the
right to choose the works that participate in the contest and to
exhibit non-competitive films in the informative section LATIN AMERICA
PANORAMA.
Article 4: Films and videos can compete in the following categories:
fiction, documentary and animated works (full and short length).
Article 5: Films should be made in 35 or 16mm with optical soundtrack.
Videos can only be sent in VHS format (NTSC). Only one work per
videocassette.
Article 6: Dialogs and narration from works should be in Spanish.
Otherwise, they should be subtitled or dubbed into Spanish.
Article 7: Only scripts for full-length feature films from Latin
American or Caribbean authors will be accepted. They should be unpublished,
original, and free from any copyright. No author can participate
with more than one script. Literary adaptations will not be accepted.
Article 8: An international jury will award the CORAL prizes to
the participating works in the following categories:
FICTION: to the best three full-length films, best opera prima,
best short or medium-length film, best film or video from a non-Latin
American director on a Latin American issue, to the following specialties:
direction, screenplay, cinematography, actor and actress, art direction,
edition, music, and sound. Furthermore, the jury can exceptionally
award a special prize in any deserving category due to its merit
and importance.
DOCUMENTARY: to the best three documentaries, best film or video
from a non-Latin American director on a Latin American issue, best
experimental audio-visual work (not including video clips).
ANIMATED WORKS: to the best three animated films or videos.
POSTER: to the best poster for film or video, in any format or
manufacture.
UNPUBLISHED SCRIPT: This award is sponsored by SOGECABLE (CANAL
+) and FUNDACION AUTOR (SGAE) from Spain. Each will give one million
pesetas to the winning script. This financing implies that SOGECABLE
will retain all the exhibition rights in all media for the resultant
film in the territories of Spain and Andorra. This financing will
be made effective through installments, according to an agreement
between the FESTIVAL and SOGECABLE.
Article 9: Other juries conformed to this end will award the following
prizes:
- International Federation of Motion Pictures Press (FIPRESCI).
- International Cinema and Audiovisual Catholic Office (OCIC).
- "Saúl Yelín" award, given by the Latin
American Filmmakers Committee.
- Public's Award (by people's vote).
Article 10: The procedure to participate in the INTERNATIONAL FESTIVAL
OF THE NEW LATIN AMERICAN CINEMA is the following:
Registration should be formalized at the Festival's Office before
September15th, by submitting the following materials (contact Vacation-Culture
in Cuba):
Registration form with all required data. The work's summary and
filmography of the director are mandatory. A VHS (NTSC) video copy
of the work for the selection process. The Festival will not be
responsible for the return cost of the video. Press and publicity
materials (photos, press-books, posters, trailers) To register a
script: four typewritten copies in Spanish should be sent, along
with the author's curriculum vitae. A Sworn Statement should be
enclosed, stating that the project fulfills all the requirements
and that it has not previously competed in this category.
Article 11: Transportation expenses of the copy from the place
of shipment are the responsibilities of the sender; returning expenses
are the FESTIVAL's responsibility. The insurance service contracted
by the FESTIVAL covers fire risk, lost, theft, damage, and copy's
destruction from the moment of arrival to the FESTIVAL, until its
return to the address given by the person registering the film.
In case of loss or damage of the material, the responsibility of
the FESTIVAL is limited to the actual cost of the copy. The maximum
allowable delay for any claim regarding the copy will be three months
after the date of return.
By order from Custom Authorities, the registered materials will
enter the country as temporary imports.
The copies to be exhibited should reach the Festival's Office before
November 15th.
Article 12: The Direction of the FESTIVAL will arrange the exhibition
date and time for each film. Once registered, the film cannot be
withdrawn before its exhibition in the event. Registration implies
full acceptance of these regulations, whose interpretation will
be the responsibility of the Direction of the FESTIVAL.
